Jerry Russomano plans to leave his post as director of program systems service at the Education Department to become director of software development at the Customs Service. His last day at Education will be July 16, and he will step into his new role at Customs on July 19.

John R. Watson was selected to lead the executive team responsible for the Internal Revenue Service's field customer service programs. As chief of customer service field operations, Watson will manage new technology and oversee nationwide customer communications. Watson previously was director of the IRS customer service center in Atlanta.

Rear Adm. Lowell Jacoby was named the director for intelligence at the Defense Intelligence Agency. Jacoby formerly served as the director of naval intelligence.
