Bell Atlantic Federal this month announced three promotions: Randy Lucas, former director of program management, was named vice president of sales and marketing; Daniel Felder, who previously oversaw the company's Army and Air Force accounts, was named director of marketing and channel management; and Meredith Gray, former advertising and public relations manager, was appointed manager of marketing communications.

Michael Crocker, a retired Navy captain, has been named vice president of government relations at DRS Technologies Inc. Prior to joining DRS Technologies, Crocker served in the military for 28 years, primarily as a Navy surface warfare officer.

OAO Corp. this month announced the promotion of Magalene Powell-Meeks to program manager for its Desktop and Network Services contract with NASA's Jet Propulsion Laboratory.The DNS contract is the first outsourcing contract for desktop support awarded by JPL. Prior to joining OAO in 1997 as deputy program manager, Powell-Meeks worked at JPL as program manager for the Commercial Technology Data Management Office.

Vista Information Technologies Inc. named Karen Peck vice president for marketing. Peck was most recently director of marketing at Alcatel USA Inc.

Sprint Government Systems Division last week named Peter von der Linde as its acting vice president and general manager. Von der Linde, who had been vice president for east-area sales support, replaces Don Teague, who resigned in June to pursue other opportunities. Von der Linde also will assume some responsibilities carried out by Jim Payne, former assistant vice president for FTS 2001, who recently moved to Qwest Communications International Inc. Gary Linsin, vice president of national accounts at the division, had been filling in for Teague.
