Angelina County, Texas, agrees to let SCC Communications Corp. manage 911 database

Angelina County, Texas, recently agreed to let SCC Communications Corp., directly manage their 911 database, which includes residents' names, telephone numbers and addresses. It is the first time a state program has contracted directly with the company to guarantee the critical data and not relied solely on the local telephone service providers to provide that information.

Boulder, Colo.-based SCC's service insures that the information emergency dispatchers receive when they answer a 911 call is accurate. The company interfaces with the county's telephone service providers and checks to make sure each subscriber's name, telephone number and address are included in the database. The data must be validated, corrected, updated and formatted immediately to guarantee the proper emergency response is issued.

The deal gives county officials direct access to the 911 database and enables them to more accurately monitor emergency information for their 78,000 residents, said Everette Alfred, director of 911 for the regional council of governments serving Angelina County.

"We can check changes, perform updates, and feel certain that everything is correct," Alfred said. "The transition went smoothly, which is critical since we can not afford any interruptions in service."

The Angelina County system was completed Dec. 14. Greater Harris County, where SCC performed its 911 database trial, will be the next area to roll out the company's services early this year, said SCC spokesman Mike Olson. The company has a contract with the Texas Commission on State Emergency Communications, which is in charge of the state's 24 councils of government, and SCC should have all of those municipalities' systems online by mid-2000 if not before, Olson said.

"We are pleased to act as a single point of contact for public safety agencies in Texas, saving them time, expense and complications of dealing with hundreds of individual service providers," said Stuart Miller, vice president and general manager of the company's direct service division.
