Roster change

Paul Brubaker, the Defense Department's deputy chief information officer, will start his new job March 19 as president of e-government services at Commerce One Inc., an electronic marketplace solutions company.

"This will be a global role where I will run their federal, state and local, and international government work," he said.

Christopher Melling has joined Deloitte Consulting as a senior manager in the firm's federal consulting practice. Melling, a former naval nuclear power surface warfare officer and experienced public-sector management consultant, was a principal consultant for PricewaterhouseCoopers.

He has experience in enterprise resource planning, business process re-engineering, operations improvement and change management. Melling's federal experience includes work with the U.S. Postal Service, the Joint Chiefs of Staff, the Defense Logistics Agency, the State Department, the Naval Supply Systems Command, the Naval Air Systems Command and the Air Force Material Command.
