Roster change

Rob Thomas II, who is widely credited with spear heading the government's efforts to build enterprise architectures, is leaving the Customs Service to become the Air Force's director of architecture and interoperability.

Thomas will serve as the senior civilian for the Air Force communications and information community. He will serve as the technical manager for the Air Force deputy chief of staff for communications and information.

Thomas served as director of Customs' Technology and Architecture Group. He was honored this year as one of Federal Computer Week's Federal 100 award winners because of his leadership of the CIO Council's Enterprise Interoperability and Emerging IT Federal Architecture Working Group.

President Bush announced last week his intention to nominate Arden Bement Jr. to be director of the National Institute of Standards and Technology at the Commerce Department. Bement has served at Purdue University since 1993, first as a professor of engineering and director of the Midwest Superconductivity consortium and then as a professor of nuclear engineering and head of Purdue's school of Nuclear Engineering.

From 1980 to 1993, Bement was with TRW Inc. as vice president for technical resources from 1980 to 1988, and then as vice president for science and technology from 1988 to 1993. A former member of the Army and Army Reserves,he is a graduate of the Colorado School of Mines, received a master's degree from the University of Idaho and a doctorate from the University of Michigan.

The board of directors of Computer Sciences Corp. has elected Paul Cofoniand Mike Laphen corporate vice presidents.

Cofoni is president of CSC's Federal Sector, one of the largest systems integrators for U.S. federal government agencies and a leading supplier of custom software for aerospace and defense applications. Prior to his current assignment, Cofoni was president of CSC's Technology Management Group.

Laphen is president of CSC's European Group, which provides CSC's full range of services to commercial and government clients in Europe. Laphen served as president of the Civil Group of CSC's Federal Sector before being named to head the company's European Group last year.

Bill Goodson recently joined PeopleSoft Federal as vice president of federal sales operations. Goodson most recently was North American sales director for e-commerce company Commerce One, where he managed sales nationwide for business-to-business e-commerce initiatives in the federal, state, local government and higher education industries.
