This is in response to an FCW.com survey question that asked "What is the primary obstacle to improving information security at federal agencies?"

You can have excellent policy and guidelines, the most current technology in place and superb management support, but people are still the greatest vulnerability.

Only when people have to endure the consequences will we have substantive security.
