Roster Change

Joel David Kaplan has been selected as the nominee for deputy director of the Office of Management and Budget. Bush announced July 2 that he intends to nominate Kaplan, who is special assistant to the president in the Office of the Chief of Staff.

Kaplan would replace Nancy Dorn as the lead official for the Bush administration's governmentwide management initiatives.

Beverly Ortega Babers has been selected as the Internal Revenue Service's first chief human capital officer, the agency announced July 7.

Rear Adm. Rodney Rempt has been nominated for appointment to the rank of vice admiral, with assignment as superintendent of the U.S. Naval Academy in Annapolis, Md.

Rempt is the president of the Naval War College in Newport, R.I.
