Don Upson, Virginia's former technology secretary, and his company ICG Government are now affiliated with Federal Sources Inc., a research group based in McLean, Va. Upson, whose consulting

firm had been connected previously with Federal Sources' rival, Input, said he decided to make the move because Federal Sources "offers a rich history of providing research, which complements what I do."

Tom Anderson has joined Computer Sciences Corp.'s federal sector as a president of one of the divisions. He previously was a vice president at Raytheon Information Solutions.

Joseph Peeters has been named deputy chief information officer at the Transportation Security Administration, working with CIO Patrick Schambach.

Randal Bryant, head of the Computer Science Department in Carnegie Mellon University's School of Computer Science, has been named dean of the school.

Deborah Spero was named acting deputy commissioner at the Homeland Security Department's Bureau of U.S. Customs and Border Protection.

Retired Air Force Gen. Lester Lyles has been appointed senior adviser to Deloitte and Touche LLP's federal practice.
