Comings and goings

Richard Spires, recently appointed associate chief information officer for modernization management at the Internal Revenue Service, will now take the reins of the entire Business Systems Modernization Office in mid-September. He'll replace outgoing chief Fred Forman, who was hired for a four-year term.

Office of Management and Budget officials named Timothy Young, one of four e-government portfolio managers, associate administrator of e-government and information technology. He'll fill the position left vacant when Tad Anderson left to join Dutko Government Markets, a consulting group.

Department of Veterans Affairs officials named Scott Cragg the new chief architect. Cragg is a career IT executive with wide experience in intelligence and domestic technology.

MetaMatrix, an enterprise information integration and metadata management company, appointed Joseph Chappell chief executive officer.

Steven Kerr, chief learning officer and a managing director at Goldman Sachs Group Inc., and Allan Zenowitz, a retired Federal Emergency Management Agency executive, were named to the Academe and Policy Research Senior Advisory Committee of the Homeland Security Advisory Council.

Jeff Klein, president and CEO of 101communications, FCW Media Group's parent company, was named to the American Business Media Board of Directors.
