David Drabkin is leaving the General Services Administration to join the State Department's Office of the Global AIDS Coordinator. Drabkin and State officials declined to elaborate on the move. Drabkin joined GSA in 2000 and has been serving as deputy chief acquisition officer.

Michael Przepiora, director of solutions delivery for the Transportation Security Administration, will leave at the end of September to become a vice president at DigitalNet Inc.

Don Orkand, who founded the Orkand Corp. 34 years ago and sold it in July to Harris Corp., is co-founding a new company called DC Ventures and Associates LLC with Calvin LaRoche, formerly chief operating officer of Orkand.

Officials at the Cato Institute announced that Jim Harper, editor of the Web-based privacy policy think tank Privacilla.org, has joined the institute as director of information policy studies.
