Comings and goings

Rep. Adam Putnam (R-Fla.), the youngest member of Congress and chairman of the Government Reform Committee's Technology, Information Policy, Intergovernmental Relations and the Census Subcommittee, is moving to the House Rules Committee to fill the spot vacated by Rep. Porter Goss (R-Fla.), who was named CIA director. A decision about Putnam's replacement on the subcommittee will come after the November elections.

Gregg "Skip" Bailey will be the new chief information officer at the Justice Department's Bureau of Alcohol, Tobacco, Firearms and Explosives. Bailey most recently served as an assistant director for information technology at the FBI, where he was responsible for enterprise information technology operations.

Eugene Huang will replace George Newstrom as Virginia's secretary of technology. Newstrom is retiring.

Cass Panciocco was named senior vice president in charge of the Defense Programs Division of RS Information Systems Inc.

Allan Mink was named vice president of operations at the Software Productivity Consortium. He is a former Unisys Corp. official and a retired chief for IT initiatives at the Air Force.
