Postal Service’s HR system, honored by federal councils

The Postal Service is showing just how the shared service approach for human resources management can be successful.

USPS streamlined all its human resources management processes, from health benefits to recognition awards, for more than 700,000 employees across the country. Using the shared services approach, the Postal Service has moved these paper processes online, reducing the high rate of error and saving money.

For their efforts, USPS’s e-HR suite joined the Health and Human Service Department’s as Showcase of Excellence award winners from the Federal Leadership Councils this week at the FOSE 2005 trade show in Washington.

“These projects improve the business of government,” said Karen Evans, Office of Management and Budget’s administrator for e-government and IT, during a luncheon ceremony. “Awardees focus on improving the quality of the business process and cost savings.”

The e-HR suite and received the award from among 10 finalists selected by the CIO, Chief Financial Officers, Chief Acquisition Officers and Chief Human Capital Officers councils., one of the more successful Quicksilver projects, consolidated the number of Web sites from many to one, which citizens and groups use to find more than 900 federal grant opportunities. It also standardized the online form applying for grants. turned a process that was 80 percent paper to one that is 100 percent online.

Six other projects also were recognized at the luncheon for their achievements:

E-Town awards

  • E-Government, the District of Columbia

  • GIS Integration, Fairfax County, Va.

Homeland Security awards

  • Emergency response system, Fairfax County, Va.

  • U.S. Visitor and Immigrant Status Indicator Technology System, Homeland Security Department

DOD Center awards

  • Enterprise Software Initiative, Defense Department

  • Enterprise architecture standards and interoperability team, the Navy Department.
