Kim Nelson, chief information officer at the Environmental Protection Agency, will head to the private sector in January to take on the newly created position of executive director of e-government at Microsoft.

Marty Wagner, associate administrator at the General Services Administration's Office of Governmentwide Policy, will become acting commissioner of GSA's Federal Acquisition Service. Barbara Shelton is leaving that post to return to her previous job as administrator of the agency's Mid-Atlantic Region.

Dr. Michael Cowan, former surgeon general of the Navy, has joined BearingPoint as chief medical officer of health services.

Dennis Kelly, a former senior vice president at Anteon, has joined the newly formed TechTeam Government Solutions as president.

R. Paul Ryan is the new administrator of the Defense Technical Information Center. He has served as acting administrator since November 2004.

Tom Sisti has left the Coalition for Government Procurement to join SAP as director of law and policy and senior legislative counsel.
