O’Keefe to lead OPM's Retirement Systems Modernization

Thomas O’Keefe, a former Federal Aviation Administration executive and an expert on performance tracking, will lead the Retirement Systems Modernization program, the Office of Personnel Management announced today.

O’Keefe will oversee the three components of RSM—defined benefits technology solution, electronic record keeping and business transformation.

OPM awarded two of the three contracts in the last few months, and officials said they plan on awarding the third one, for electronic record keeping, in the coming months.

O’Keefe most recently served as the FAA’s director of the Office of IT Optimization and Performance Tracking. In this position, he established a performance tracking program that integrated multiple disciplines. He also held FAA positions in the Office of Systems Security, Office of the CIO, and Telecommunications Engineering and Planning Division.

OPM director Linda Springer said O’Keefe’s experience with systems integration in both the private and public sectors was one of the key reasons she chose him for the job.
