Letter: What are some telework guidelines?

Regarding "Lawmakers push telework as overall participation drops," a reader writes: My agency is using the excuse of positions not being "appropriate" for teleworking. Pretty soon none will be "appropriate."

I'd like to know what guidelines an agency is supposed to use. It makes it up as you go. Also, our agency has a poor network system that contributes to teleworking being slow...another excuse for agencies to use.
