Letter: A proper approach to changing federal workforce

Regarding "Obama wants changes to federal workforce"

Cutting contractors is not a bad idea. However, if this occurs, who will do the work since the majority of civil servants are apparently incapable?

The right approach is to properly weed out all the bad apples, increase the compensation to attract better candidates and, as more competent civil servants come online, decrease the contractors.
