Regarding "Kelman: Management trumps oversight"

Steve is absolutely right!

All the training in the world, all the oversight in the world, will not substitute for good management practices practiced by good managers. Neither training nor oversight can capture the proactive spirit and real-time effectiveness of capable, involved acquisition/project managers.
