Regarding "DHS center to focus on security studies, tech concepts"

You should have stated that the Department of Homeland Security will continue to sponsor studies and analysis [by] federally funded research and development centers. The congressionally chartered Homeland Security Institute (for studies and analysis) will be replaced by the DHS chartered Homeland Security Studies and Analysis Institute.
