Federal 100: Refugio "Al" C. Manzanares

Refugio “Al” C. Manzanares
Senior Manager of C4 Systems
U.S. Africa Command
Army Department

The work: Building a standardized IT infrastructure shared among three Army commands.

The impact: Manzanares’ promotion of a consolidated data storage and management system has enabled immediate operational savings, facilitated the consolidation of Army data centers and positioned the service for more cost-effective system expansion in the future.

The nuts and bolts: The U.S. Africa Command, the U.S. European Command and the Army’s 5th Signal Command use the joint enterprise network that Manzanares helped create. Thanks to his efforts, the Army has consolidated the three commands’ multiple data centers into just two — one for daily operations and one to provide continuity of operations in an emergency.
