The work: Bringing innovative technologies and IT management reform to USDA and to other federal agencies through his role on the CIO Council.

The impact: Thanks to Smith’s efforts, USDA has migrated the e-mail services for 120,000 employees to a robust cloud environment.

The nuts and bolts: Smith was one of the first federal CIOs to adopt a cloud-based solution for enterprise e-mail. As co-chairman of the CIO Council’s Management Best Practices Committee, he has also led the way on a number of the actions required under the Obama administration’s 25-point plan to reform federal IT management.
