Treasury wants more women, minorities as contract employees

Treasury Department officials want contractors to make a “good-faith effort” to have women and minorities in their workforce, a clause that may be in future Treasury contracts, according to a Federal Register notice published Aug. 21.

Officials are proposing an amendment to the Department of the Treasury Acquisition Regulation, the supplement to the governmentwide Federal Acquisition Regulation, to include the contract clause, as required by the Dodd-Frank Wall Street Reform and Consumer Protection Act. The bill became law in July 2010.

Treasury officials consider that a company has made a good-faith effort if they eliminate employment barriers, widely publish notices of employment, and find ways to reach out directly to minorities and women.

The department proposes to apply the clause to service contracts.

The proposal is open for comments through Oct. 22.

This reminds me of when I got out of the Navy back in 1977. I had an informal job offer from a manager at an electronic firm servicing Point Mugu Naval Air Station on a system that I was trained and working on before I got out. Several days later instead of the appointment to go through the hiring process, he gave me the bad news that he had to do an affirmative action hiring, Female, Black, Hispanic surname - filled three quotas. She was not otherwise qualified for the job, but since they were a government contractor, the rules had to be followed at the expense of getting the job done.

Now some folks would say that was an easy out to not hire me but I knew the manager, we were both in the Point Mugu Rod and Gun Club, and he was a bit upset that he had to give up a good tech for political expediency. Although in hind sight, I think EEO did me a favor since I may have not gone on to start college that fall because of the nice (at the time) position he was offering. Engineering has a lot less rules and union garbage to follow than a tech position in most places.
