Feds' champion. Connolly's Virginia district is home to thousands of federal workers and hundreds of companies that do business with the government. Not surprisingly, he champions the causes of federal pay and benefits and is one of the few lawmakers on Capitol Hill who cares about government acquisition and procurement issues. In an era of partisanship and rancor, he has been willing to reach across the aisle to work on new legislation to update the Clinger-Cohen Act and address cybersecurity issues.
