A tech-minded taskmaster. Congressional oversight hearings are rarely a pleasure for those in the witness seat, and Issa is not above using "the bureaucracy" as a political target. But when it comes to federal IT and management issues, the Republican lawmaker from California has a constructive vision to go with his critiques, and uses his committee hearings to hold agency leaders accountable. Issa is a vocal advocate of transparency and open government, and has pushed to give CIOs the authority to go with that accountability. In a hyper-partisan House, he has also worked to keep federal IT a non-partisan issue.
