Measuring IT management. McMahon has been both architect and driver of the PortfolioStat process. He coordinated efforts to establish the new policy, trained agencies on the policy and process, and prepared detailed analytics and benchmarks to help the U.S. CIO and agencies assess IT management. McMahon also established processes to track progress and reduction targets, which are estimated to be more than $2.5 billion through 2015. He also played a key role in the 25-Point Plan to Reform Federal IT Management, ensuring the achievement of the 18-month milestones while institutionalizing the overhauls initiated under the framework.
