Agile advocate. Schwartz has been one of the main forces behind a modernization effort at USCIS that seeks to automate immigration processing. Under his leadership, the program now uses an agile methodology to deliver releases every four months. Schwartz also led a team that developed an agile methodology and governance process now being implemented throughout DHS. CIO Richard Spires said Schwartz’s work, particularly in agile development, “has enabled USCIS’ IT organization to regain the confidence of USCIS leadership, resulting in a partnership that allows USCIS to field new capabilities on a rapid basis.”
