Looks like they work harder to pass legislation in election years. Maybe every year should be an election year. That is, if they don't pass the spending bills by a set date early in the fiscal year (12/31, 3/31...), everyone is up for election in the fall regardless of how much time your term has left to it.
A civil servant with a performance record that looked like this would be fired.
