Modernization Act about more than metrics

What: "The New Federal Performance System: Implementing the GPRA Modernization Act," by the IBM Center for the Business of Government.

Why: Many of the provisions put forth in the 2011 "modernization" of the Government Performance and Results Act, enacted in 1993, are just now coming into play. The law includes new requirements of federal leaders to set forth clear goals and tools for measuring progress.

Among the six recommendations for implementing the Modernization Act include building a culture that encourages learning, integrating program evaluation into the performance management system and balancing top-down targets with bottom-up innovations.

Verbatim: "The Modernization Act improves the ways in which data are shared within government and with the public. But performance data are just numbers, and improving performance also means finding a way to disseminate lessons learned about how to change those numbers."
