Expert and explainer. There are countless people in government who like to talk cybersecurity, and a smaller (but still substantial) number who know what the buzzwords demand in practice. Barloon, however, is one of the precious few who can both drive the execution and explain the challenges to laymen. He revolutionized WHCA's cyber program by consolidating operations and staff from four directorates into a single organization for real-time cyber analysis and defense. And while defending the network used by the president, he also collaborated with everyone from the Senate Cyber Working Group to Air National Guard units to promote measurable, repeatable risk-based approaches.
