Federal 100: Richard Beutel

Rich Beutel

Name: Richard Beutel
Title: Senior Adviser and Counsel for Acquisition Policy
Agency: House Committee on Oversight and Government Reform

The House IT guy. Beutel is the legislative architect of the Federal IT Acquisition Reform Act, which made it through the House as an amendment to the defense authorization bill but ultimately failed to pass Congress. As one federal IT official said, "Rich is a player at the forefront of cyber, contracting and everything else."
