Mr. Modernization. As a nonprofit and congressionally chartered organization, MITRE does not operate like most IT firms. That makes it a perfect home for Cook, who has long seen agency contracts as a means to bring sustained innovation and improved performance rather than as ends unto themselves. In 2013, he took an especially active role in ACT-IAC's Institute for Innovation while continuing to lead MITRE's Center for Enterprise Modernization as it supports reinventions at the Internal Revenue Service, Department of Veterans Affairs and Census Bureau, among others.
