Above and beyond. Gross led three complex software developments in 2013: two cloud computing efforts that put better information in the hands of combat commanders and a major modernization of the Defense-Wide Working Capital Fund accounting system. He also developed acquisition strategies for satellite and terrestrial capabilities, which will reduce the cost of connectivity while shortening the procurement process. And he established the office that is synchronizing the development of critical communications systems. According to one peer, Gross' efforts were "far beyond what would be expected of a single executive."
