IT funding champion. Given the steep spending cuts under sequestration, getting Congress to authorize more money for non-combat budget items at the Defense Department would seem to be an impossible task. Yet Hernandez persuaded lawmakers to provide more than $173 million for the Army to take the initial steps toward a cross-DOD network that will eventually save more than $600 million. His efforts are paying dividends for the military, but his impact doesn't stop there. "He has furthered the IT community by sharing innovative grassroots acquisition and business practices," said Doug Wiltsie, the Army's program executive officer for enterprise information systems.
