"With her guidance...the team transformed from a fragmented construct with overlapping responsibilities into a functionally based structure," said Navy CIO Terry Halvorsen. "As a result of Ms. Pierce's efforts, the [Department of the Navy] is effectively telling the story about how it is realizing cost savings in key efficiency initiatives."
