Making shared services a reality. Ray hates paper -- or at least the inefficient, expensive communications process it represents. She is a tireless advocate for automating DHS business processes, extending software licenses across the department and spurring the 22 component agencies to embrace shared services. Ray pioneered the Parking and Transit Subsidy Application Tool, an online application for employees' transit and parking benefits, and last year, she convinced Customs and Border Protection and the Federal Emergency Management Agency to use the tool. On the licensing front, she extended DHS headquarters' Adobe infrastructure and enterprise software for departmentwide use.
