PortfolioStat leader. Soni formalized EPA's spending analysis by creating a three-year strategic plan and incorporating reviews into the agency's System Life Cycle Management Policy. He maintained detailed spreadsheets on potential contractors that included information about their business processes, alternative analysis, risk management, applications, IT standards and security. He also worked with the grants management team to cut 30 percent of infrastructure costs by using Grants.gov to consolidate the process. His commitment to bringing together government and industry is further underscored by his voluntary position as secretary of the Association for Federal Information Resources Management.
