Internal ambassador for innovation. The first class of Presidential Innovation Fellows generated lots of buzz but significantly less measurable and sustainable change at agencies. Fellows and career employees alike voiced frustration over the cultural divide and the difficulty in meshing startup mentalities with standard agency operating procedures. So although Jennifer Pahlka has been the public face of the program's second round, Trudeau is the one whose efforts are critical to making it work within agencies. Her internal evangelizing and institutional expertise are paying real dividends that go beyond the program's good press.
