Federal 100: David A. Bray

David Bray

Name: David A. Bray
Title: CIO
Agency: Federal Communications Commission

But he is perhaps best known for his commitment to transforming the culture in government. Bray labored both publicly and privately throughout the year to urge others to become agents of change in their agencies.
