When tasked with fixing the multiyear Conservation Delivery Streamlining Initiative, Coleman adopted an agile "fail fast" methodology and turned the massive IT project around in one year by delivering incremental capabilities one step at a time with a small budget. Tim McCrosson, a policy analyst at the Office of Management and Budget, said Coleman had "the courage to go against the grain and do something that hasn't been done in a long time."
