Kay Ely

Name: Kay Thayer Ely
Title: Director of IT Schedule 70
Agency: General Services Administration

She hasn't missed the details either: Ely implemented an initiative to renegotiate base prices for many of the largest contracts and nailed down discounts of 3 percent to 46 percent off original prices.
