Mr. Efficiency. The Pentagon's DCMO job is a tough and often thankless one, and could be doubly so in an acting capacity. Tillotson, however, leaned into the role and quickly emerged as acting CIO Terry Halvorsen's right-hand man for the accounting work behind DOD's adoption of commercial cloud technology. Tillotson's take is that IT is "an embedded part of the problem, the solution or both," and the progress he has made in measuring and optimizing DOD business processes frees up money for readiness and modernization.
