He handles procurement and implementation for the department's Continuous Diagnostics and Mitigation program, an ambitious initiative that has provided a system of dashboards for agencies to catalog and address cyberthreats. Cost-effective cyber solutions can be elusive, but Toler has a talent for finding them in support of one of the government's top cybersecurity programs. And he has bolstered CDM funding by tapping a DHS program for next-generation technologies.
