Federal 100: Zelma A. "Flip" Anderson Jr.

Name: Zelma A. "Flip" Anderson Jr.
Title: Executive Director of FITARA Operations
Agency: Agriculture Department

As USDA Deputy CIO Joyce Hunter said, "In addition to our CFO, Flip is probably the only person I know who has read and can recite each section of the law." USDA's plan was among the first to be approved by the Office of Management and Budget.
