Mr. FITARA and more. Beutel won a Federal 100 two years ago for his efforts as a congressional staffer to craft the legislation that ultimately emerged as the Federal IT Acquisition Reform Act. Now in the private sector, he has continued to bird-dog FITARA implementation efforts, but his contributions in 2015 were far broader. Beutel consulted on and corralled support for planned Senate legislation to help agencies move to and pay for commercial cloud services, and he continued to make the case for a revolving capital fund for IT modernization -- a solution that's now part of the Obama administration's fiscal 2017 budget.
