IT consolidator. Dunlap has a lot on his plate, including a portfolio of more than 30 IT capabilities for the Navy's Human Resource Management Defense Business Systems. But he has also solved significant contracting issues by creating new approaches that engage small companies to produce cutting-edge IT solutions. Other efforts in 2015 resulted in cost savings and cross-domain efficiency, a key portfolio management goal. And his system consolidation cost model did not simply reduce sustainment costs -- it eliminated expenses for antiquated systems, saving the Navy $5 million annually while modernizing human resource capabilities.
