Name: John Felleman

The acquisition fixer. Felleman brought agile development and a user-centered focus to bear on the development of GSA's Acquisition Gateway in 2015. The portal offers federal contracting professionals a wide range of information -- including market research, pricing data and expert articles -- in a dynamic, social environment complete with voting and "following" other users. Felleman modeled the use of agile methodology by the government and contractor teams, introduced product ownership concepts and wrote user stories instead of business requirements. And he directly linked user feedback to the new features being built to maintain the gateway's relevance.
