The IT enforcer. One top U.S. intelligence official recently described Halvorsen as a "breath of fresh air" in the DOD CIO's office, and many in federal IT seem to agree. In his nearly two years as the Pentagon's IT chief, Halvorsen has made an indisputable impact. Most recently, he has delegated cloud procurement authority to the military services so they will have more leeway to acquire the flexible, cost-effective computing tools. And 2015 also saw important progress on the Joint Regional Security Stacks, a crucial security component of DOD's comprehensive Joint Information Environment.
