Name: Col. Robert G. McVay
Title: Program Manager, Afghan Personnel and Pay System
Agency: U.S. Army

A personnel system powerhouse. Until recently, McVay was program manager for the massive Integrated Personnel and Pay System-Army, which gives Army officials the critical data and insight they need to manage an ever-changing workforce. In 2015, he took that expertise to Afghanistan on a special acquisition assignment to improve payroll and HR support for coalition partner forces in Afghanistan. Superior officers praise his work in support of Operation Enduring Freedom and say his leadership and creative problem-solving have significantly changed the Army's human resources and cyber domains across all the service's components.
