Cloud wrangler. When the FCC moved data from 200 onsite servers to a commercial data cloud in 2015, Millican ensured that one of the biggest federal IT projects of the year went smoothly. She kept employees in the loop with training sessions and video tutorials so they knew what to expect when their work moved to the cloud. She also organized open houses to connect everyone at the FCC with the IT team. CIO David Bray said Millican brought a scientific approach to user-centric design and is "a true change agent for public good." .
