Helping agencies spend smarter. Romley developed and piloted the use of Spend Under Management principles to assess agencies' progress in moving the $275 billion in common spending to more shared solutions. In addition, she helped draft and launch a policy for buying and managing laptops and desktops, which quickly led to sharp price reductions for those items.
