Budget hawk. The Defense Department is always trying to make maintaining its massive IT footprint more affordable, and Shofner has been the point man for doing that at the Air Force. The business and enterprise systems portfolio Shofner oversees covers more than 1,800 employees and a $1.1 billion budget. He set up the Air Force's first IT business analytics unit, which divided spending into IT categories and provides data to help officials better understand savings and efficiencies. Some of the decisions are common sense, and Shofner believes there's no reason to buy new gear when the old stuff works just fine.
