2016 Fed 100

Federal 100: R. Carl "Shof" Shofner

Name: R. Carl "Shof" Shofner
Title: Program Executive Officer for Business and Enterprise Systems
Agency: Department of the Air Force

He set up the Air Force's first IT business analytics unit, which divided spending into IT categories and provides data to help officials better understand savings and efficiencies. Some of the decisions are common sense, and Shofner believes there's no reason to buy new gear when the old stuff works just fine.
